My own explanation about the publication pace slowdown

Since the project's birth in January of 2003, there was a general slowdown to perhaps 2 stable releases a year currently.
In the meantime major work has been done on the Page Description Languages parser pkpgcounter without which PyKota wouldn't be very helpful, and the number of available database backends has doubled.
The number of messages in the mailing list seems to stay relatively stable (see http://dir.gmane.org/gmane.comp.printing.pykota.user) so the impact of support requests on the development pace is minimal.
