For an user to be considered a PyKota Administrator, he must be allowed to read the '~pykota/pykotadmin.conf' configuration file.

Users 'root' and 'pykota' are by default the only PyKota Administrators. By changing other users' group membership and/or permissions on PyKota's configuration files, you can allow more people to be PyKota Administrators.
